NEW ORLEANS, LA — This afternoon, the City of New Orleans provided a status update on clean-up and recovery efforts following Hurricane Isaac. The City is still operating two emergency cooling shelters, and all six POD sites for commodity distribution remain open at this time. Also, the Louisiana Department of Children and Family Services also announced earlier this morning that Orleans Parish residents impacted by Hurricane Isaac may now be eligible for Disaster Food Stamps.
The City also urged residents to continue to exercise an abundance of caution as crews continue clearing debris from the streets and repairing traffic signals throughout the city. Residents are asked to treat intersections with non-functioning traffic signals as a four-way stop and use an abundance of caution while driving. The NOPD will be out in full force throughout the event to enforce the law.
“As the power continues to return, our residents must continue to be vigilant,” said Mayor Landrieu. “Roadways without traffic signals continue to be a hazard. Generators and candles continue to be a risk. We want to return to normalcy as soon as possible, but we need the cooperation of our residents to get there.”
An emergency declaration has been declared that includes Orleans Parish for public assistance for debris removal and emergency protective measures. Orleans Parish residents are also now eligible for FEMA individual assistance. For home insurance purposes, the City encourages citizens to closely track their recovery costs and activities by taking pictures and keeping all receipts and other documents.
DISASTER FOOD STAMPS
The Louisiana Department of Children and Family Services (DCFS) announced today that the United States Department of Agriculture's Food and Nutrition Service has approved the Disaster Supplemental Nutrition Assistance Program (DSNAP) for Orleans Parish. This program provides food assistance for eligible households who do not receive regular SNAP benefits and who need help buying groceries due to lost income or damages following a disaster.
To help expedite the application process, individuals should pre-apply for DSNAP prior to Wednesday either online at www.dcfs.la.gov/preapply or www.getagameplan.org or by calling 1-888-LAHELP-U (888-524-3578) between 7 a.m. and 11 p.m. by Wednesday, September 5. When applying by phone, callers should select the appropriate language and then select options 3 and 3.
Regular SNAP households DO NOT need to pre-apply. Households that receive regular SNAP benefits will automatically have additional DSNAP benefits added to their Electronic Benefit Transfer (EBT) cards if they are not already receiving the maximum allotment for their household size.
311 HOTLINE WILL RETURN TO NORMAL HOURS TONIGHT
At 8:00 p.m. Monday night, the City’s 311 hotline will cease 24/7 operations and return to normal business hours, from 8:00 a.m. to 5:00 p.m. starting on Tuesday, September 4. The City’s 911 emergency service will remain operating 24/7.
Since last Monday, 311 has fielded over 25,000 calls from constituents.
EMERGENCY COOLING SHELTERS
The City will continue to offer residents emergency cooling shelters at this time.
The City has cooling shelters operating at St. Bernard Center at 1500 Lafreniere St. in Gentilly and Dryades YMCA at 2200 Oretha Castle Haley Blvd. in Central City.
Space is limited, so residents are asked to reserve space for those with the most critical needs, including the elderly, those with illnesses exacerbated by the heat, residents with children and residents with damage to their homes.
All persons should bring the following with them:
Bedding, to include air mattress, blankets, pillows
Baby/ Children’s supplies
Meals, if on a special diet
Drugs, Alcohol, Weapons, and Pets are not allowed in shelters.
Individuals who are electricity dependent or have medical needs and cannot care for themselves are asked to call 658-2500 to register for a separate medical special needs shelter in New Orleans.
RECOVERY SUPPLIES- POINT OF DISTRIBUTION SITES
The National Guard is continuing to operate six Points of Distribution (POD) sites in the city where citizens can pick up critical supplies.
The locations are:
The Municipal Auditorium at 1451 Basin Street- NOTE: line up on Basin Street;
Tad Gormley Stadium in City Park at 5120 Marconi Drive
Old Engine 31 in Venetian Isles at 4300 Alba Road
5501 Read Blvd in New Orleans East near the intersection of Read and Lake Forest Blvd;
2730 Vespasian Blvd on the West Bank; and
700 Poland Avenue, the Port of Embarkation in the Bywater – NOTE: line up along Chartres Street.
POD sites are open 6 a.m. to 8 p.m., or while daylight allows, until further notice. Sites will distribute water, ice, ready-to-eat meals (MREs) and tarps.
Individuals who drive up MUST remain in their vehicles to expedite the process. People without cars will be allowed to walk up to POD sites in a pedestrian lane.
FEMA INDIVIDUAL ASSISTANCE AND FEMA DISASTER RECOVERY CENTER
Orleans Parish residents are now eligible to apply for FEMA individual assistance. Starting at 11:00 a.m., a FEMA mobile Disaster Recovery Center (DRC) will be stationed at Engine 31 at 19808 Chef Menteur Highway in Venetian Isles.
The FEMA Individual Assistance (IA) program provides homeowners, renters and business owners in disaster-designated parishes -who sustained uninsured or underinsured related damage to their homes, vehicles, personal property, business or its inventory- money and services, when losses are not covered by insurance, and property has been damaged or destroyed. Upon declaration of the IA program, the registration process for assistance is initiated.
There are several ways to apply for disaster assistance. Residents can apply online at www.disasterassistance.gov or call 1-800-621-3362. Those with speech or hearing impairments should call (TTY) 1-800-462-7585. Users of 711-Relay or Video Relay Services should call 1-800-621-3362.
Following the initial application, an inspector will call to schedule an appointment to visit your property.
VENEITIAN ISLES CELL PHONE RECHARGING STATION NOW CLOSED
Because FEMA has opened a mobile Disaster Recovery Center in Venetian Isles, the Wireless Emergency Communication Center provided by Verizon Wireless has now closed.
As of 12:00 p.m. Tuesday, Entergy is reporting that 23,583 households remained without power in Orleans Parish, or just under 13% of New Orleans customers.
All hospitals are at normal capacity and are beginning outpatient service. Contact your doctor to find out if your clinic will open.
Dialysis patients should contact their dialysis units as the majority of the centers are open and providing regular service. Dialysis patients having trouble reaching their centers can call 1-800-472-8664.
MEDICAL SPECIAL NEEDS SHELTER
The City has set up a medical special needs shelter for people who have high-risk medical conditions. Please call 504-658-2500 for more information and to get registered. Citizens who have already registered do not need to call again.
NEW ORLEANS POLICE DEPARTMENT
The New Orleans Police Department continues to be out in full force. Effective anti-looting patrols, augmented by 1,400 Louisiana National Guard soldiers, have been in place in every district. To date, 41 individuals have been arrested for looting.
NEW ORLEANS FIRE DEPARTMENT
In the last 24 hours, firefighters responded to 5 one-alarm fires. Residents are urged to follow all safety precautions when using generators. They should be used only in well-ventilated locations away from all doors, windows and vent openings. Generators should never be refueled while running. NOFD also urges residents to be careful with candles and keep them away from curtains and anything that can catch fire.
RTA is now running normal holiday bus service. Streetcar service will return to Canal Street and along the Riverfront starting Tuesday, September 4. For a full list of schedules, please visit http://www.norta.com/.
Routine trash collection and recycling collection returned to normal schedules on Friday, August 31. Garbage/debris must be placed between the sidewalk and the street curb for collection. Due to large volume of garbage/debris, in the event that collection was missed on your scheduled day, it will be picked up the following day. The “first pass” of debris pickup citywide will be complete by Thursday, September 6.
Do not place garbage or debris on neutral grounds, near trees, utility poles or fire hydrants. Please remove carts from the front of properties as soon as possible, once collection has occurred. By City Code, carts are not to remain continuously on sidewalks
For normal, scheduled collection by the City’s contractors:
Household garbage must be in garbage carts or secured in thick black bags;
Tree limbs and branches must be cut less than four (4) feet in length and twelve (12) inches in diameter, and bundled;
Bagged leaves, weeds, grass, small vegetation clippings and hedge clippings;
Carpet less than four (4) feet in length, rolled and tied; and
Up to four (4) tires are allowed per scheduled collection.
For collection of debris as a result of Hurricane Isaac by the City’s emergency debris removal contractors or the Louisiana National Guard, please separate into the following piles:
Vegetative debris such as tree branches, leaves, logs;
White goods such as refrigerators, freezers, washers, dryers, air conditioners, stoves, water heaters, dishwashers;
E-Waste such as: Computers, radios, stereos, DVD players;
Construction debris such as building materials, drywall, lumber, carpet, furniture, mattresses, plumbing, car tires; and
Household Hazardous Waste such as batteries, televisions, pesticides, oils, paints, cleaning supplies, compressed gas.
NOTE REVISED REQUIREMENT: Do not place hurricane related debris, other than garbage, in black bags. Contents must be visible for collection by the emergency debris contractors. Once you have placed any large storm debris curbside, please call 311 to ensure the City is aware of the need to pick it up.
Mosquito control spraying will begin on Tuesday and Wednesday of this week, weather permitting. Residents are encouraged to wear mosquito repellent. Residents are also encouraged to turn over containers with standing and stagnant water to reduce mosquito breeding grounds. The Department of Public Works is still enforcing all parking and towing violations in the French Quarter and Central Business District. It will be giving courtesy notices citywide starting today. Full enforcement of all parking and towing violations citywide will begin Wednesday, September 5.
City Hall will be reopened on Tuesday, September 4
City libraries: The Main Library resumed normal business hours on Friday. The Martin Luther King Jr. and Central City libraries will follow the schedules of the schools in which they are located, and remaining closed until Tuesday, September 4th. Other NOPL locations will reopen when power is restored.
Public, Catholic and private schools will resume on Tuesday, September 4 provided power is restored.
Colleges and universities will resume on Tuesday, September 4
