Certificates of Public Necessity (or CPNCs) are required of all for hire vehicles - AT Taxicab (Wheelchair-accessible), Pedicabs, Animal Drawn, Courtesy, Limousine, Taxicab, Non-Emergency Medical Transportation, General Charter, Sightseeing - to ensure that every City of New Orleans’ citizen and visitor has access to safe, efficient, reliable, and accessible for hire transportation. Before applying, please familiarize yourself with New Orleans City Code, Chapter 162 and govern yourself accordingly. Currently there are no new numbers available.

Presently we are only accepting applications for the issuance of new CPNCs for AT Taxicab (Wheelchair-accessible), Pedicabs, Animal Drawn, Courtesy, Limousine, Non-Emergency Medical Transportation, General Charter, and Sightseeing.

All available CPNC numbers for Taxicabs have been awarded.

Before applying, please familiarize yourself with New Orleans City Code, Chapter 162 and govern yourself accordingly.

Additionally, we strive to ensure that every customer is treated with courtesy, dignity and genuine hospitality. We understand that these services are essential to the city’s overall tourism and business industry; therefore, our goal is to work with the citizens, for hire industries, tourism industries, and various stakeholders to implement the highest service standard. These service standards will ensure customer satisfaction and promote the core values and objectives of the New Orleans Taxicab and For Hire Vehicle Bureau.

Duration: Expires each year on December 31. Applicants must renew by March 31st, late fees apply

Restrictions

  • You must be at least 18 years of age
  • You must be a citizen or permanent resident of the U.S.
  • Applicants for a driver's permit or CPNC shall never have been convicted anywhere under the laws of this state or any other state or of the United States of the offense or offenses equivalent thereto of homicide, aggravated rape, aggravated battery, simple rape, aggravated kidnapping, aggravated burglary, armed robbery, attempted aggravated battery, attempted aggravated rape, attempted aggravated robbery, aggravated assault, or sale of narcotics.
  • Applicants for a driver's permit or CPNC shall never have been convicted of multiple felony offenses.
  • Applicants for a driver's permit or CPNC shall not have been convicted of any felony other than those listed above, or pandering, prostitution, soliciting for prostitution or illegal possession or use of narcotics within five years of the date of filing an application; nor shall the applicant have served any part of a sentence therefor within five years before the date of filing such application.
  • In order to obtain or maintain a CPNC, the applicant, CPNC holder, or someone working on his/her behalf must not offer or give any gift or gratuity to any employee, representative, public servant, or member of the Bureau.
  • Any vehicle which has ever been issued the title class of either “salvage”, “rebuilt”, “junk”, “total loss”, “reconditioned” or any equivalent classification; any vehicle previously used as a taxicab or law enforcement vehicle, in any jurisdiction, may not be placed in service as a for-hire vehicle.
  • No licenses shall be granted if the applicant fails to meet the requirements of Chapter 162 of the New Orleans City Code (“Chapter 162”)_ or if the applicant provides the Bureau with false, misleading or incomplete information. Licenses issued on the basis of material false, misleading or incomplete information furnished by the applicant may be revoked by the director of the department of safety and permits.

The Director of the Department of Safety and Permits, or a duly designated agent, is hereby given authority to deny any CPNC for due cause whenever such party has to his/her discredit one of the following:

  • Conviction in any court for violating any of the disqualifying provisions of this article;
  • Finding by the Bureau after administrative hearings as set out hereinafter, that the holder of the CPNC has failed to comply with the provisions of this chapter;
  • A combination of convictions in any court and/or suspensions totaling five within one year;
  • Operation of a vehicle regulated by the provisions of this article when the operator’s permit is under suspension;

Investigation by the Bureau revealing that the CPNC holder falsified or concealed information, which would have disqualified such applicant as a recipient of a CPNC license under this chapter, will result in denial of the CPNC licenses.

An applicant who is otherwise qualified to obtain a driver's permit or CPNC who has been convicted of a disqualifying offense under this section may appeal to the Civil District Court for the Parish of Orleans within 30 working days from the notice of disqualification by the taxicab and for-hire vehicle bureau, provided that the applicant has received a pardon for such offense or committed such offense while a minor or where extenuating or mitigating circumstances are present.

Fees

Due at the time of issuance:

  • General: $100
  • Courtesy Vehicle: $300
  • Animal Drawn: $250 (You’ll also need a Tour Guide Permit)
  • AT (Wheel-chair accessible) Taxi: $300

Required documents/steps

Step 1: To begin the process, you must present:

  • A notarized completed application and all required documents must be delivered in person to New Orleans City Hall, Suite 2W84
  • A letter from the for hire vehicle company under which the CPNC will be operating
  • For business applicants:
    • A certified copy of Articles of Incorporation / Articles of Organization by the Louisiana Secretary of State Office, and the name(s) and position(s) of all officers.
  • If operating as a corporation, association or partnership:
    • All of the partners or the principal officers of the organization, and the person actually exercising the executive direction of the organization shall be required to submit applications individually. All of the provisions applicable to individuals shall apply to and be required of such principal partners or officers, and the failure of any of them to meet such requirements shall be grounds to deny the application of such corporation, association or partnership
  • For business applicants, your corporation must be in good standing with the Secretary of State
  • A business plan outlining the details and operation of the business
  • Valid LA driver’s license or state ID (the address must match your proof of residence)
  • Proof of Residence for at least 6 months from date of application. The applicant must reside in Orleans, Jefferson, St. Bernard, St. Tammany, Plaquemines, St. Charles, St. John the Baptist, or St. James Parish. Acceptable Documents: Utility bill, water bill, landline telephone bill, mortgage or notarized rental agreement in applicant’s name.
  • Proof of U.S. Citizenship – acceptable documents: Birth Certificate, Certificate of Naturalization, valid U.S. Passport or Permanent Residence Card
  • Proof of insurance relevant to the type of CPNC applied for.
  • Vehicle Registration
  • CPNC Special Inspection Form
  • City of New Orleans Occupational License
  • Consent Form
  • The following tests and passing results are required:
    • Federal background check ($50 money order only to New Orleans Aviation Board (NOAB), allow 5-7 days for results)
    • Drug test ($20, paid to approved facility)
    • All partners or principal officers of the organization must pass these tests as well
  • DEADLINE: you must submit your completed application packet with all required documents at least 10 business days prior to the scheduled public hearing.

Step 2:  If you meet all the requirements, the Taxicab Bureau office will put your CPNC request on the hearing agenda.

  • At the public hearing you have the opportunity to present your business and why you should be granted a CPNC

Step 3: If awarded a CPNC, you will be required to submit further documentation, including:

  • Vehicle registration in the name of the applicant
  • Proof of insurance (policy declaration, certificate of liability insurance – insurance requirement applies)
  • City of New Orleans Occupational License (one license required per business or individual, not per CPNC number)
  • An original signed letter on company letterhead in which the CPNC will operate
  • According to Section 162-199 of the City's municipal code, all CPNC holders must maintain a business office with a telephone number in the parish
  • Depending on the specific type of CPNC, further restrictions and documentation may apply, please refer to the New Orleans City Code Section 162. As the Department of Safety and Permits and the Taxicab and For Hire Vehicle Bureau continue making strides to enhance your customer experience, we have developed an appointment schedule for renewals of all Certificates of Public Necessity and Convenience for the 2015 calendar year. 

Our goal is to enable CPNC holders to file renewal applications with representatives of the Bureau without the wait times and lines experienced in previous. In order to make this goal a reality, Safety and Permits has scheduled all CPNC holders a date and time to appear at the Bureau to have their renewals processed. 

These renewal appointments will begin on December 8, 2014 and will be scheduled daily through February 10, 2015.

The best way to ensure fast, efficient service is to appear on your scheduled appointment date with your completed application and all required documents.  Unless your scheduled appointment is in February, failure to renew CPNCs by January 31 will result in penalty fees pursuant to Section 162-186 of the City Code. 

Due to the number of Certificates, it is not possible to reschedule if you are unable to make this appointment. To serve those who may have other obligations which do not allow them to keep this appointment, the Bureau will have morning operating hours on Saturdays in January, during which time we will see customers whose appointment date has passed on a first-come, first-served basis. 

These renewal appointments will begin on December 8, 2014 and will be scheduled daily through February 10, 2015.

  • Renewed by Feb. 28 – renewal fee and penalty of $150.00 (except for those whose scheduled renewal appointment was in February)
  • Renewed by Mar. 31- renewal fee-penalty for Feb.  - $150.00 plus penalty for Mar. - $150.00
  • CPNCs not renewed by Mar. 31 will be suspended and set for revocation

Required documents/steps

All required documents must be delivered in person to City Hall at 1300 Perdido Street, Suite 2W84, New Orleans LA 70112

  • A notarized CPNC Renewal Application
  • Valid LA driver’s license or state ID (the address must match your proof of residence)
  • Proof of U.S. Citizenship or Permanent Residence. Acceptable Documents: Birth Certificate, Certificate of Naturalization, valid U.S. Passport, or Permanent Residence Card
  • Proof of Residency. The applicant must reside in Orleans, Jefferson, St. Bernard, St. Tammany, Plaquemines, St. Charles, St. John the Baptist, or St. James Parish. Applicant must have resided for the past six months and presently reside in one of the above parishes. Acceptable Documents: Utility bill, water bill, landline telephone bill, mortgage or notarized rental agreement in applicant’s name
  • City of New Orleans Occupational License (one license required per business or individual, not per CPNC number) IN 2014: Those applicants with scheduled renewal dates in before January 13, 2013 may apply with their 2013 Occupational License, and submit their 2014 license no later than January 24, 2013.
  • For business applicants - A certified copy of Articles of Incorporation / Articles of Organization by the Louisiana Secretary of State Office, and the name(s) and position(s) of all officers. If operating as a corporation, association or partnership, all of the partners or the principal officers of the organization, and the person actually exercising the executive direction of the organization shall be required to submit applications individually. All of the provisions applicable to individuals shall apply to and be required of such principal partners or officers, and the failure of any of them to meet such requirements shall be grounds to deny the application of such corporation, association or partnership

  • All open items, including summons, outstanding fines and penalties against the CPNC must be cleared before a transfer will be approved. When the transferor is a corporation and there are two or more CPNC’s with open items against them, all CPNC’s must be cleared in order to transfer one CPNC
  • In order to obtain or maintain a CPNC, the applicant, CPNC holder, or someone working on his/her behalf must not offer or give any gift or gratuity to any employee, representative, public servant, or member of the Bureau. (The City does not concede that a CPNC is a property right rather than a privilege. The City further does not concede that it is a best practice to allow CPNC’s to be transferred during a period suspension or revocation.)
  • Any vehicle which has ever been issued the title class of either “salvage”, “rebuilt”, “junk”, “total loss”, “reconditioned” or any equivalent classification; any vehicle previously used as a taxicab or law enforcement vehicle, in any jurisdiction, may not be placed in service as a for-hire vehicle
  • No licenses shall be granted if the applicant fails to meet the requirements of this chapter or if the applicant provides the Bureau with false, misleading or incomplete information. Licenses issued on the basis of material false, misleading or incomplete information furnished by the applicant may be revoked by the director of the department of safety and permits
  • All CPNC holders, except special charter CPNC holders, must maintain a business office with a telephone number in the parish. All holders shall notify the Bureau of the name and address of its representative to receive service of process. If the holder is a corporation, the corporation shall inform the Bureau of its registered agent for service of process in conformity with the provisions in La. C.C.P. Article 1261
  • ​If operating as a corporation, association or partnership, all of the partners or the principal officers of the organization, and the person actually exercising the executive direction of the organization shall be required to submit applications individually. All of the provisions applicable to individuals shall apply to and be required of such principal partners or officers, and the failure of any of them to meet such requirements shall be grounds to deny the application of such corporation, association or partnership
    • All changes of officers who have submitted applications for a taxicab or for hire vehicle certificate shall be reported to the taxicab and for hire vehicle bureau within ten (10) working days of such change, and such new officers, partners or other executive managing personnel shall individually file applications within that time. The failure to certify within such time or to possess the qualifications required of the individuals under this article shall be cause for the suspension of all permits held by such corporation, association, or partnership. 
  • The CPNC holder shall apply for and obtain an annual renewal of the CPNC upon payment of a fee of $150.00 and provision of evidence that the holder continues to possess the necessary qualifications for holding a CPNC. This fee shall be paid by the last day of the month of January. A CPNC renewal that is submitted in February shall be subject to an additional $150.00 delinquency penalty. A CPNC renewal submitted in March shall be subject to an additional $300.00 delinquency penalty. A CPNC shall not be renewed after March 31.

The Director of the Department of Safety and Permits, or a duly designated agent, is hereby given authority to deny, pursuant to the applicable procedure, any CPNC for due cause whenever such party has to his/her discredit one of the following:

  • Conviction in any court for violating any of the disqualifying provisions of this article;

  • Notarized CPNC Transfer Application initialed by the CPNC Holder and the applicant (both applicants must be present)
  • Valid LA driver’s license or state ID (the address must match your proof of residence)
  • Current renewal certificate for CPNC
  • Proof of U.S. Citizenship or Permanent Residence. Acceptable Documents: Birth Certificate, Certificate of Naturalization, valid U.S. Passport, or Permanent Residence Card

  • Certified copy of binding agreement to transfer the CPNC and vehicle. Agreement shall include the price for which the CPNC and the vehicle were transferred.
  • CPNC Transfer Special Inspection Form. Vehicle inspection must be completed within 15 days of application.
  • Federal background check ($50 –money order only to NOAB, New Orleans Aviation Board)
  • Drug test ($20, paid to approved facility)
  • All partners or principal officers of the organization must pass these tests as well

Special Event CPNC’s are only granted to current CPNC holders for declared special events by the City Council. In order to meet transportation needs for special events and to ensure residents and visitors have safe and adequate service in New Orleans, the City regulates the issuance of Certificates of Public Necessity and Convenience (CPNC) during special events.

In addition, CPNC holders can apply for a Special Needs CPNC license. These are granted by authority of the Mayor and are based on the needs of the event.

Special Event CPNC’s are only granted to current CPNC holders for declared special events by the City Council. In order to meet transportation needs for special events and to ensure residents and visitors have safe and adequate service in New Orleans, the City regulates the issuance of Certificates of Public Necessity and Convenience (CPNC) during special events.

In addition, CPNC holders can apply for a Special Needs CPNC license. These are granted by authority of the Mayor and are based on the needs of the event.

There shall be compliance with all applicable provisions of the New Orleans City Code Chapter 162-197 prior to the issuance of the temporary CPNC for special events/special needs.

Duration: Valid during indicated special event and/or special need only.

Restrictions

  • No certificate shall be issued to other than a holder of a current group tour and special sightseeing, limousine or a per capita sightseeing CPNC.
  • Certificates shall only be issued for vehicles which qualify for a CPNC by being properly licensed, registered and insured.
  • Operators of such licensed vehicles shall themselves be licensed by the state to drive such vehicles, such license being a valid state driver's license.
  • All fees and charges for temporary certificates issued under this section shall be outlined in section 162-195).

Required documents/steps

  • Temporary CPNC Special Event/Special Needs Application and all required documents must be delivered in person to New Orleans City Hall, Suite 2W84
  • Proof of insurance
  • Copy of vehicle registration
  • You must be a current Certificate of Public Necessity and Convenience (CPNC) holder to apply/hold this permit
  • Certificates shall only be issued for vehicles which qualify for a CPNC by being properly licensed, registered and insured
  • There shall be compliance with all applicable provisions of New Orleans City Code Chapter 162 prior to the issuance of the temporary CPNC for special events/special needs
  • All fees and charges for temporary certificates issued under this section shall be outlined in New Orleans City Code Section 162-195
  • For Special Event License
    • The temporary CPNC will be valid beginning at 12:00 noon on the day prior to the special event and will end at 12:00 noon the day following the special event
    • No certificate shall be issued to other than a holder of a current general charter, sightseeing, limousine or pedicab CPNC
  • For Special Needs License
    • A special need license is valid until midnight on the date indicated on the license
    • Any CPNC for hire company can apply for special needs licenses
  • For Operators
    • Operators of such licensed vehicles shall themselves be licensed by the state to drive such vehicles, such license being a valid Chauffeur’s or CDL State Driver's License
    • Operators must complete a federal background check at New Orleans Aviation Board (NOAB) - $50

These service standards will ensure customer satisfaction and promote the core values and objectives of the New Orleans Taxicab and For Hire Vehicle Bureau.

Restrictions

  • Must be at least 18 years of age
  • Valid Louisiana Chauffeur’s License or Commercial Driver’s License (CDL)
  • An applicant for a driver’s permit must have resided for the past 6 months and presently resides in this parish or in one of the listed contiguous or non-contiguous parishes
  • Must be able to read and write English
  • Successfully complete a driver’s training course for new applicants administered by a company or third party company approved by the bureau
  • New driver applicant must achieve a minimum score of 70% on an examination, covering the driver training items, administered by the Bureau. Any applicant who fails the examination three times may not retest for 45 days
  • Shall never have been convicted of anywhere under the laws of this state or any other state or of the United States of the offense or offenses equivalent thereto of homicide, aggravated rape, aggravated battery, simple rape, aggravated kidnapping, aggravated burglary, armed robbery, attempted aggravated battery, attempted aggravated rape, attempted aggravated robbery, aggravated assault, or sale of narcotics
  • Shall never have been convicted of multiple felony offenses
  • Shall not have been convicted of pandering, prostitution, soliciting for prostitution or illegal possession or use of narcotics within five years of the date of filing an application; nor shall the applicant have served any part of a sentence thereof within five years before the date of filing such application
  • Successfully complete annual driver’s training course administered by a company approved by the Bureau
  • Must successfully complete drug screening within ten (10) days of application

Required documents/steps

Step 1: Collect the following documents and information

  • Completed application (if brought into the office completed, it must be notarized – if it is filled out and signed in person, it does not need to be notarized)
  • Valid LA Chauffer’s or CDL license - (with the exception of Animal Drawn)
  • Proof of Residency. The applicant must reside in Orleans, Jefferson, St. Bernard, St. Tammany, Plaquemines, St. Charles, St. John the Baptist, or St. James Parish. Acceptable Documents: Utility bill, water bill, landline telephone bill, mortgage or notarized rental agreement in applicant’s name.
  • Certified motor vehicle record (MVR) for past 2 yrs. (referred to as motor vehicle record). The report must be dated within the past 30 days and it must come directly from the state DMV
  • Defensive driving certificate from Metropolitan Safety Council (class offered on-line at metrosafety.org) – or – from the Victor Manning Driving School. You must provide the original certificate.
  • Letter from the company the applicant will be driving for (referred to as a line letter)
  • Letter from an approved company indicating they’ve completed training (this is required only for a Pedicab Permit now, but will be required for all drivers in the future)

Step 2: Bring all of these documents to the New Orleans Taxicab and For Hire Vehicle Bureau office at City Hall, Suite 2W84. The office will then schedule your:

  • Federal background check ($50 –money order only to NOAB, New Orleans Aviation Board)
  • Drug test ($20.00 paid to approved facility)
  • Schedule appropriate test ($10, nonrefundable)

Once all of these requirements are satisfied, the applicant will provide $40 payment for issuance of the permit itself (MasterCard, Discover Card, Cashier’s Check or Money Order. No cash. Credit cards must be issued in the applicant's name.)

  • An original employment letter or independent operator agreement, completed by the company, in which the driver will be working
  • Original letter from approved company indicating that the applicant has successfully completed training

  • Currently reside in Orleans Parish
  • All changes of individuals authorized to conduct business on behalf of the company shall be reported to the Taxicab and For Hire Vehicle Bureau within ten (10) working days of such changes. The failure to certify within such time or to possess the qualifications required of the individuals under this article shall be cause for the suspension of license held by such corporation, association, or partnership
  • A Tour Planner License may be either suspended or revoked by the Director of the Department of Safety and Permits for the following causes:
  • Violations of rules and regulations of conduct and ethics established by the Department of safety and Permits;
  • Nonpayment of fees; or
  • Issuance of a license on the basis of false and/or incomplete information furnished by the applicant
  • All Tour Planners must maintain a business office with a telephone number in Orleans Parish
  • All Tour Planner licenses expire annually on December 31. The Tour Planner License shall be applied for and renewed at a fee of $500.00 and provision of evidence that the business continues to possess the necessary qualifications for holding a Tour Planner License

  • Proof of Residency (must be a resident of Orleans Parish) - Acceptable Documents: Utility bill, water bill, landline telephone bill, mortgage/rental agreement in applicant’s name
  • Certified copy of Articles of Incorporation or Articles of Organization and Louisiana Secretary of State identifying the name(s) and position(s) of all officers and members. Applicant must submit a notarized letter signed by the officer (s) and/or member (s) of the company authorizing the applicant to conduct business on behalf of the company
  • Orleans Parish Occupational/General Business License (Business required to maintain a business office in Orleans Parish)
  • Comprehensive Liability Insurance must be obtained in the amount of $300,000.00
  • A Fidelity Bond in the amount of $10,000.00 shall be secured by the business
  • Federal background check ($50 money order only to New Orleans Aviation Board (NOAB), allow 5-7 days for results)
