Several programs can help families who qualify lower their energy bills, make their homes more comfortable, and get free or low-cost upgrades.

Each program has different rules to qualify. Some are open to renters and homeowners, while others depend on the type of home or landlord participation.

Energy Smart – Income-Qualified Program

The Energy Smart program offers additional incentives and upgrades for income-qualified households. These improvements are designed to help households reduce energy use and lower monthly electricity bills.

Energy Smart is available to Entergy New Orleans customers, including renters and homeowners who pay their electricity bill.

Possible Upgrades May Include

  • Free home energy assessments
  • Insulation improvements
  • Air sealing
  • HVAC system upgrades
  • Energy-efficient lighting

In some cases, qualified households may receive upgrades at little or no cost.

Weatherization Assistance Program 

WAP helps income-qualified households reduce energy costs by improving home efficiency. The program focuses on long-term improvements that help homes use less energy while increasing savings, comfort, and safety.

What the Program May Provide

  • Insulation improvements
  • Air sealing to reduce drafts
  • HVAC system repairs or upgrades
  • Energy-efficient lighting
  • Improvements to heating and cooling systems

Both homeowners and renters may qualify. In rental properties, landlord approval may be required for upgrades.

Get Help Paying Your Energy Bill

If you are having trouble paying your electricity bill, the Low Income Home Energy Assistance Program (LIHEAP) may be able to help.

In Orleans Parish, you can apply through Total Community Action (TCA).

Both renters and homeowners can apply if they pay an Entergy electricity bill.

To apply, fill out an application and bring it to Total Community Action.

Green Mortgage – Income-Qualified Programs

The Green Mortgage Program from Finance New Orleans helps eligible residents buy a home while reducing upfront costs and improving energy efficiency.

This program combines homebuyer assistance, energy upgrades, and financial support to make homeownership more affordable.

What You Can Get

  • Up to $25,000 in assistance for down payment or closing costs
  • 0% interest loans for eligible buyers
  • Forgivable loan option for lower-income households
  • Free home energy assessment through Energy Smart
  • $2,500 stipend for energy-efficiency and resilience upgrades

Blue Bikes for All

Blue Bikes for All offers discounted bike-share memberships for income-qualified residents. 

What You Get

  • $4 per month membership
  • 60 minutes of free ride time per day (can be split across multiple trips)
  • $0.15 per minute after free ride time
  • No bike unlock fee, even after free time is used

Who Can Qualify

You may qualify if you are currently enrolled in:

  • SNAP (Louisiana Purchase Card)
  • Medicaid

How to Enroll

  1. Download the Blue Bikes Nola app
  2. Enter your phone number, name, and email
  3. Tap the “?” icon at the bottom of the screen to contact support
  4. In the form, enter “Blue Bikes for All” in the subject line
  5. Upload a photo of your SNAP or Medicaid card
  6. Submit the form

You should receive confirmation within 24 hours.
