Assistant City Attorney II, Assigned to NOAB
The New Orleans Aviation Board (NOAB) oversees the operation of the Louis Armstrong New Orleans International Airport as an unattached board of the City of New Orleans. The nine-member board is appointed by the Mayor of New Orleans and confirmed by the City Council.
Pre-COVID-19, Armstrong International served over 13 million passengers annually with 16 passenger airlines to 55 non-stop destinations. With enplanements increasing more than 50% since 2008, the growth rate at the Airport ranks third among the top 60 U.S. airports. NOAB has an annual operating budget of approximately $50 Million. On November 6, 2019, the NOAB substantially completed its $1.03 Billion capital program and opened its new Terminal with 35-gates and over 50 concessions to the public. Like the rest of the aviation industry, the Louis Armstrong New Orleans International Airport is continuing to recover passenger growth and anticipates reaching pre-pandemic levels in the next 24 months.

General Summary:
The Assistant City Attorney assigned to the New Orleans Aviation Board (“NOAB”) provides legal assistance to the General Counsel and Deputy Director of Legal Affairs and offers guidance to executive staff and Airport departments on questions that arise relating to the Airport. This position reports directly to the NOAB General Counsel and Deputy Director of Legal Affairs and is located at the Airport’s campus in Jefferson Parish.

Mid-level professional work in providing counsel for a municipal agency and related work required. Seeking licensed attorney will at least 4+ years of professional experience.
Responsibilities:
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description.
- Offer guidance on a broad range of complex legal issues impacting the airport including but not limited to:
- Advising on issues concerning landside and airside operations, FAA regulations, and other legal issues unique to airports;
- Construction and capital projects;
- Finance and bond-related issues;
- Human Resources/Employment issues;
- Land use/leasing/concessions;
- Creditor rights/bankruptcy;
- Airlines and operations;
- Employment law;
- Construction, Software as a Service (SaaS), non-professional, and Professional service agreements;
- Personal injury litigation and insurance claims
- State and Local Government law and administration;
- Research legal issues and provide briefs summarizing the law; and
- Perform other legal tasks, as assigned.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of:
- Legal principles, practices and procedures of common, civil, constitutional, aviation, and administrative law;
- Pertinent Federal, State, and local laws, codes and regulations specific to airport management, operations, and procurement;
- State and federal laws and constitutional provisions affecting city government and airport operations;
- Modern principles and practices of public and municipal law;
- City Codes and Charter provisions;
- Organization, duties, powers, limitations and authority of airport operations;
- Airport airside operations;
- Business transactions;
- Airport security issues;

Qualifications
- Juris Doctorate from an accredited law school. License to practice law in Louisiana and at least 4 years of experience as a practicing attorney in Louisiana. Experience practicing outside of Louisiana will only be considered if that practice was on behalf of another U.S. airport.
- Candidates must pass a personal, criminal, and employment background check required under federal regulations. Persons who have been charged or convicted of a disqualifying criminal offense will not be considered. - Preferred experience: aviation industry experience, pilot experience, real estate development or construction, or other work experience exposing candidate to airport operations.
- The NOAB has a comprehensive program of substance abuse testing. Candidates for employment will undergo pre-employment substance abuse screening.
- DOMICILE requirements are currently waived for the purpose of application. However, full time Aviation employees hired on or after 01/01/2013 are required to establish domicile in Orleans Parish within 180 days of hire unless they reside closer to Armstrong International Airport than the Orleans Parish line.
- A valid driver’s license. Applicants must be eligible for coverage under the Airport’s auto liability insurance policy.
Compensation/Benefits:
- This is an Assistant City Attorney, unclassified civil service position.
- Salary range: Salary range for this position is $80,000 to $85,000 depending on experience, plus City of New Orleans benefits including a Pension, Health Insurance (hospitalization, prescription coverage, vision, dental) for you and your family, 14 paid holidays, longevity pay, merit pay, free life insurance, sick leave, paid vacation, and free employee parking.
