Airport Aggressively Seeking Local DBE Companies for North Terminal Work

NEW ORLEANS, LA – The New Orleans Aviation Board (NOAB) and City of New Orleans are aggressively seeking and encouraging DBEs (disadvantage business enterprises) to participate on the new $650 million North Terminal project at the Airport. Since the January announcement of the plans for a new terminal, officials have hosted two DBE outreach sessions to inform and encourage local DBE participation. The terminal is set to open ahead of the 300th anniversary of New Orleans in May 2018.

The first meeting with local small businesses was held in mid-January in concourse A to inform them of upcoming opportunities. The second DBE Outreach session took place on Friday, April 4, 2014 again in concourse A, in conjunction with a two hour pre-submittal conference for the Construction Manager at Risk Services for the North Terminal Project at the Louis Armstrong New Orleans International Airport.  This event offered the opportunity for local and small businesses to hear first-hand the process for bidding the work and the opportunities that will be available through the prime contractors that were required to attend the pre-submittal conference.  Primes were afforded the opportunity set up tables to meet with DBEs about the specific opportunities that will be available throughout the 4-year project. 

Opening remarks for the pre-submittal conference and DBE Outreach session were presented by NOAB Chairwoman Cheryl Teamer with Director of Aviation Iftikhar Ahmad serving as the emcee. Representatives from Parsons Brinkerhoff, the project consultant, reviewed the construction program details that included schedule, program phases, terminal review, landside review and airside review. This was followed by an overview of the solicitation that included a look at the schedule of events, Construction Management At Risk (CMAR) budget, submittal requirements, DBE goals and the Workforce Development/First Source Program. The City’s Office of Workforce Development identifies and aligns the supply of workers in New Orleans with the needs of growing businesses. Through a combination of monitoring the needs of a knowledge-based economy, to providing career counseling and training, the Office of Workforce Development leverages the capabilities of New Orleans talent to fill necessary positions, while working with local businesses to customize training, screen applicants and help forecast future demand.

Following the questions and answer segment at the end of the program, one-on-one networking sessions with the primes were made available to the hundreds of business men and women in attendance.

“The new terminal is the most exciting major development in the New Orleans region. As a result, our local residents will have new jobs and our businesses will have unmatched opportunities to expand,” said New Orleans Mayor Mitch Landrieu. “From the start, we have made it a priority to educate businesses about bid selection and approval in an attempt to make the process transparent and give DBEs an opportunity to compete.”

Ms. Cheryl Teamer, NOAB Chairwoman remarked “Making sure our DBE and local businesses have an opportunity to do work with the NOAB regardless of the project has always been a priority for the Board.”

“We are very pleased with the interest in our terminal project which has been quite obvious by the amazing turnout to our informational meetings. It is the intention of the board and city to hold these types of meetings on a regular schedule so our local community can be part of building the new North Terminal project.” said Iftikhar Ahmad, Director of Aviation.
