City Opens Application Process for Access Taxicab CPNC

NEW ORLEANS, LA – Today, the City of New Orleans announced that the Taxicab and For Hire Vehicle Bureau has opened the application process for qualified drivers to apply for the Accessible Taxicab Certificate of Public Necessity and Convenience (CPNC). The application deadline is Wednesday, June 11, 2014.

Application instructions, eligibility requirements and a printable application form are available online by following this link. During the application process, applicants must submit a pre-approval letter from a lender showing qualification to finance or purchase an approved accessible vehicle.

Applications should be returned in person to the Taxicab and For Hire Vehicle Bureau at City Hall, 1300 Perdido St., Suite 2W84. The Accessible Taxicab CPNC costs $300 for the initial license and $300 for renewal.

The Taxicab and For Hire Vehicle Bureau will hold a lottery for the Accessible Taxicab CPNC on Friday, June 13, 2014. Drivers who have not previously held a CPNC will be allowed an opportunity to secure one. Selected drivers will be notified on Wednesday, June 18, 2014. Accessible Taxicabs must be on the streets by Friday, August 1, 2014.

The Accessible Taxicab CPNC, part of the City’s comprehensive taxicab reforms, will expand transportation options for people with disabilities by permitting qualified drivers to operate taxicabs that meet American with Disabilities Act (ADA) requirements.

Accessible Taxicab drivers can pick up other passengers, but they must give priority to service requests from people with disabilities and those who use wheelchairs or mobility scooters. Drivers cannot accept another fare while en route to a service call by a person with a disability.

To be eligible, drivers must provide proof that they have been a full-time driver holding a Taxicab Bureau-issued permit for five years.

Drivers must also be pre-approved for the purchase of an accessible vehicle that complies with ADA guidelines regarding door heights, interior clearances and other specifications. Vehicles that have been modified or custom-built must fully comply with all relevant Federal Motor Vehicle Safety Standards (FMVSS) crash test certifications. Vehicle models must be approved by the Mayor’s Advisory Council for Citizens with Disabilities. Approved Mobility Vehicle Upfitters:
