Our Mission LEAD New Orleans offers a compassionate alternative to arrest, providing personalized support instead of punishment. We recognize that many law violations stem from unmet behavioral health needs, substance use, or homelessness. Our approach focuses on healing and support rather than incarceration.
The LEAD Process When police officers in New Orleans' 6th, 7th, and 8th districts encounter individuals struggling with behavioral health, substance use, or homelessness, they can take immediate action. Rather than making an arrest, officers connect individuals directly with trained case managers at the scene. This immediate intervention creates a bridge to support services instead of jail time. Officers can also identify "familiar faces" - people they regularly encounter who could benefit from our services - and connect them to our program.

Our Impact
Years of Proven Success Since our launch in 2017, LEAD has dramatically changed how our community addresses public safety. We've seen immediate improvements in reducing police interactions, with a 79% drop in police summons and 35% fewer arrests. Perhaps most significantly, participants spend 72% less time in jail overall, with a 90% reduction in jail days per person.
Looking at our long-term impact through 2023, the numbers tell a compelling story of transformation. We've achieved a 53% reduction in arrests, while maintaining a strong 58.8% public safety rate. More importantly, we've helped 140 individuals find paths to stability through our comprehensive support services.
Comprehensive Care
Our case managers work closely with each participant to address their unique needs. This isn't just about providing basic services - it's about building a foundation for lasting change. We help secure both immediate and permanent housing solutions, connect individuals with appropriate substance use and mental health treatment, and ensure access to medical care. Our team assists with practical needs too, from obtaining vital documents to navigating benefit applications, providing transportation, ensuring food security, and offering support through court proceedings.
A Different Approach to Community Safety LEAD's philosophy centers on consistent, long-term support and harm reduction. We meet people where they are - physically and emotionally - creating individualized care plans that respect their unique circumstances and challenges. By focusing on community-based solutions, we're not just helping individuals; we're strengthening our entire neighborhood.
Strong Partnerships Stronger Results
Our success relies on close collaboration with key community partners. We work hand-in-hand with the New Orleans Police Department, Health Department, City Attorney's Office, District Attorney, Public Defenders, Metropolitan Human Services District, and local Council Members. These partnerships ensure a coordinated, comprehensive approach to supporting our participants.
