Land Use Barriers Study
On April 10, 2025, the City Council passed Motion M-25-255 directing the City Planning Commission to conduct a public hearing and identify barriers and hurdles in the land use process which unnecessarily complicate and prolong the permitting and licensing process, as well as potential paths for removing these hurdles.
City Council Motion M-25-225 states the the removal of barriers within the Comprehensive Zoning Ordinance will provide clarity to applicants and neighbors, reduce the drain of City resources, and facilitate development where appropriate.
The City Planning Commission is directed to complete the study within four months of the date of the Motion. In the process, the City Planning Commission will work with the Council Land Use Officer, the Department of Safety and Permits and to consult with governmental agencies, City departments, residents, neighborhood associations, developers, nonprofit sector experts, and private-sector experts as needed in order to fulfill the full scope of the study contemplated in the motion.

The study will be introduced to the City Planning Commission at the May 27, 2025, City Planning Commission hearing.

The City Planning Commission will hold a public hearing September 23, 2025, in the City Council Chamber (City Hall - 1E07) on the Land Use Barriers Study. The public hearing will begin following the 1:30pm regular zoning meeting.
