Lien Reduction

The Department of Code Enforcement (DCE) has a Lien Reduction Program to provide relief to property owners who have done significant work in abating violations.  The goal is complete compliance with the Minimum Property Maintenance ordinance. Some significant updates have occurred in our lien reduction process.

Updates to Lien Reduction Process

  • Apply using the form here and pictures no longer must be submitted.
  • After we receive notification of your application in our program, DCE will perform an inspection to determine if any or what violations remain.
  • Reductions will be approved on a per violation basis.
  • Applications will be responded to within 30 days. We will include a complete payoff of all granted reductions and total funds owed to the Department of Code Enforcement.
  • The payoff does not take the place of a title search and DCE does not warrant merchantable title.
  • Please note that tax issues may intervene with a reduction due to the liens being placed on the tax bill. It is up to the owner to avoid tax sale or tax adjudication that is due to the delinquency of liens and taxes. An owner can only apply twice for reduction per lien.
  • It is possible that one may have to pay the full amount of the lien to avoid tax sale, even if work has been completed.
  • Lastly, there is no entitlement to a lien reduction.
  • The Director of Code Enforcement reserves the right to deny a reduction.
