The Shelter Plus Care Program is designed to provide rental assistance to homeless persons with disabilities, primarily those with severe and persistent mental illness, chronic problems with alcohol and/or drugs, or diagnosed with AIDS or related disease. This program is operated through the U.S. Department of Housing and Urban Development (HUD) and allows the City of New Orleans to offer homeless individuals and their families rental assistance along with supportive services provided by partner agencies.
Shelter Plus Care Conduct and Conflict of Interest Policy for Procurement Activities
OCD manages federal grant money given to the City of New Orleans by distributing funds to local service providers and affordable housing developers to assist low to moderate income individuals and families. OCD does not provide federal grants directly to persons or families for repair or rehabilitation to their homes.
