The mission of the Ethics Review Board is to enforce the Code of Ethics, which was established to remind each public official and employee that individually and collectively, public officials and employees must adhere to high ethical standards not simply to avoid sanctions or criticism. It applies to all officials of the government of the city, where elected or appointed; aII employees, whether classified or unclassified; and all members and employees of all boards, agendas, commissions, advisory committees, public trusts, and public benefit corporations of the City.
Any person may file a complaint concerning violations of the Code of Ethics with the Ethics Review Board. The Ethics Review Board works cooperatively with the Office of Inspector General and the Office of the Independent Police Monitor, and receives periodic reports of findings and recommendations from those offices.

Board Composition Our Board consists of seven volunteer members serving staggered seven-year terms:
- Six members nominated by local university presidents/chancellors
- One member appointed directly by the mayor
- All appointments approved by the City Council
