HDLC Express Lane

HDLC has launched an Express Lane Team that will issue Certificates of Appropriateness (CofAs) for work that meets the HDLC Design Guidelines within 1-3 business days, making it even quicker, easier and more efficient to get HDLC approvals. The new HDLC Express Lane includes a responsive team of HDLC staffers who will offer pre-application consultation and application assistance to better support property owners, businesses, developers, architects, contractors and tradespeople with the HDLC review process. 

PLEASE NOTE: Many of the items that can be approved by the HDLC Express Lane will ALSO require a Building Permit from the Department of Safety and Permits.  Review the following document for work that DOES NOT require a building permit.

Work eligible for the HDLC Express Lane includes*

  • Roof Replacement including Fortified Roofing
  • Repairs and replacement work to match existing
  • Solar Panel and Solar Battery installation
  • Heating, Ventilation and Air Conditioning (HVAC)
  • Gutters and Downspouts
  • Signage and Related Lighting
  • Security Doors, Bars and Grilles
  • ADA Ramps and Lifts
  • Security Cameras
  • Graffiti Removal
  • Generators
  • Light fixtures   
  • Handrails
  • Awnings
  • Shutters
  • Roof vents
  • Fencing
  • Paving  
  • Shoring

*Work must meet the HDLC Design Guidelines, application must be complete, and all requested documents uploaded. Eligible properties may not have any existing violations outside of being cited by the HDLC for Demolition by Neglect.

All applications must be submitted online at the OneStop App online application portal. If the scope of work is eligible, the HDLC will assign your application to the HDLC ExpressLane team for expedited review.  If your scope of work isn’t covered by the list above, contact the HDLC Express Lane team at 504-658-7040 or email hdlcstaff@nola.gov and they will help you figure out the best path forward. What makes my application complete?

A complete application is one in which all application information has been submitted online at onestopapp.nola.gov and supporting materials uploaded including, but not limited to:

  • a detailed scope of work - see Sample Scope of Work 1 and Sample Scope of Work 2
  • signed contract
  • detailed measured drawings (as needed)
  • site plans and roof plans with mechanical equipment locations indicated (as needed) 
  • specifications sheets (as needed)
  • detailed photographs of work locations
  • replacement materials and specific location of work to be performed

The Department of Safety and Permits may require different and additional information to issue a building permit.
