City of New Orleans Department of Health and Human Services Expands Direct Services to the Westbank

NEW ORLEANS — The New Orleans Department of Health and Human Services announced the return of direct services to the Arthur Monday Jr. Multi-Service Center, expanding access to essential nutrition and health services in the Algiers community.

Weekly services that are currently provided at the center, located at 1111 Newton Street, include:

  • Expanded SNAP/Medicaid Enrollment Assistance: In-person application assistance for the Supplemental Nutrition Assistance Program, or SNAP, Medicaid and the Special Supplemental Nutrition Program for Women, Infants and Children, or WIC.
  • Healthy Start New Orleans: Healthy Start is a federally funded, community-based program with the goal to improve maternal and infant mortality rates in areas with the highest rates. Services include prenatal and postpartum care, health screenings, case management and community referrals.
  • Women, Infants, & Children: WIC provides mothers with funds to pay for healthy WIC-approved foods in participating grocery stores. WIC also provides breastfeeding support, information for new moms, nutrition education and connections to other health and social services.

“Not only are we excited to bring these services to the Westbank, but the community is also excited based on the demand we have seen already at the location,” said Meshawn Siddiq, Director for Family Health and Well-being. “The expansion of services at this center is essential to improving health outcomes and ensuring families receive the support they need close to home.”

Beginning on May 13, 2026, New Orleans Health Care for the Homeless (HCH) will offer weekly medical and behavioral health services at the center. As a Federally Qualified Health Center, these services are offered regardless of insurance status or ability to pay.

The reopening of the center also expands the enrollment assistance services the department recently launched to ensure to access to health care and reduce food insecurity for those who need it most. Data from state program administrators suggests that households who are likely eligible for SNAP and Medicaid are not currently enrolled in those programs. The enrollment assistance services reduce barriers to accessing these benefits that promote improved health outcomes and provide economic stability.

“Often it is not an eligibility issue that prevents people from enrolling in SNAP or Medicaid, but rather administrative barriers that keep those in need from accessing these critical programs,” said Jeanie Donovan, Director for Public Health and Policy. “Providing application assistance is one tactic to reduce food insecurity and improve access to healthcare in New Orleans.”

NOHHS is partnering with VIA Link, which operates New Orleans’ 2-1-1 service that connects people to resources and services 24/7, 365 days a year, to connect individuals who are seeking assistance to the enrollment assistance services. Additionally, the department is launching a public education communication campaign to inform residents about the services.
