This program is administered by the New Orleans Redevelopment Authority.
Eligible residential developers committed to building affordable, storm-resilient homes for income-qualified homebuyers earning up to 100% of the Area Median Income (AMI). The program is open to developers building on eligible properties and does not require construction on NORA-owned land.
The Affordable Homeownership Development Program provides financial assistance to eligible developers to construct affordable, for-sale homes in New Orleans. The program offers approximately $100,000 in subsidy per home to support development costs, with a portion of the funding available to assist eligible homebuyers. All homes must include a FORTIFIED Roof™ and other storm resilience features. Homes must remain affordable for at least 10 years, with a preference for longer affordability periods. The program also supports participation by Community Land Trust (CLT) developers to encourage long-term affordability and innovative housing solutions.
