CITY OF NEW ORLEANS ISSUES OFFICIAL STATEMENT ON HEALTHY HOMES PROGRAM

NEW ORLEANS — The City of New Orleans today issued the following statement on the Healthy Homes Program:

As the Healthy Homes Program is a new endeavor for the City, the Department has focused on assisting landlords with registering with the program. The deadline to register was June 16, 2025.  Over 48,000 rental units have been registered with the City.   

In an effort to reach owners of potential rental units, this year Healthy Homes has sent out thousands of letters and postcards to property owners who have not filed a homestead exemption on a particular property, notifying them that all rental properties must be registered. For properties which they believe may be involved in rental activity, they are creating cases and sending out voluntary compliance letters.

To assist with securing this information, the program uses a system called Tolemi that combs through public records and internet rental websites. Using that data, staff is going through the list and finding rental listings through online sources.  Since the official deadline has passed, owners are assessed a late fee at the time of initial application review.  

The Department is now transitioning into an enforcement phase which will target landlords who have failed to register, as well as those whose properties do not meet the minimum rental standards set forth in Chapter 26 of the City Code. At this point we are seeking voluntary compliance after notifying property owners. Should compliance not be forthcoming, the Department will set the matter for adjudication.

In response to the recent fire at the Gentilly Ridge apartments, the City created a Healthy Homes Failure to Register case for the property and issued a compliance notice to the owner on September 3, 2025.
