Mayor Moreno Signs Three Executive Orders to Advance Administration Priorities

Mayor Helena Moreno has signed three executive orders to help ensure that city government can best deliver for the people of New Orleans. Below are the executive orders and their purposes:

EO 26-16 establishes a task force to reform NORDC. The task force will review governance, partnerships, potential consolidation of labor within Parks and Parkways and NORDC, increased community engagement and communication, funding and philanthropy, and ways to ensure safe parks including recommendations for lead remediation.

EO 26-17 changes the role and name of the New Orleans Office of Homeland Security and Emergency Preparedness (NOHSEP) to the New Orleans Office of Coordination and Emergency Management (NOCEM). The executive order removes “homeland security” from the department’s title, as this role is better suited for other partners. It also clearly designates NOCEM as the city department responsible for coordinating assets (barricades, supplies, special vehicles, etc.) for special events, emergencies, and extraordinary circumstances.

EO 26-18 aims to create a faster track for hiring essential employees. It was introduced after the Department of Public Works encountered numerous delays in hiring 50 new employees to support the mayor’s street and sidewalk paving initiative. Currently, some departments must go through as many as 17 steps to onboard employees, which can take months and may result in applicants accepting employment elsewhere. This executive order creates a task force to identify efficiencies and eliminate bottlenecks and unnecessary delays.

“We are moving with urgency to ensure every city department can reach its full potential,” said Mayor Helena Moreno. “We can’t keep doing things the same and expect a different outcome. Change can be hard, but I won’t tolerate the saying ‘this is how it’s always been done’ as an excuse to continue inefficient practices that fail to deliver for the people of New Orleans.”
