The committee was established to review and recommend a process for development of a new municipal complex for the City of New Orleans, consisting of a new City Hall and Civil District Court. In accordance with Home Rule Charter § 4-104, the function of the Committee is limited to counsel and advice, and it has no authority over development of the municipal complex.

The Advisory Committee consists of eleven (11) members. Five (5) members are appointed by the Mayor, five (5) members are appointed by the New Orleans City Council (with each City Council district member appointing one member), and one (1) member is appointed by the Judicial District Court Building Commission.
