2025 BOND PROPOSITION: INFORMATION FOR NEW ORLEANS RESIDENTS

 

Election Date: November 15, 2025
Total Proposed Funding: $510 Million
Note: This is not a new tax or an increase. The existing $14.5-mill property tax would continue to be used to repay bonds over time.

What Is a Bond Proposition?

A bond proposition authorizes the City to issue bonds a type of long-term financing to fund major capital improvements.

  • Bonds are repaid through the existing debt service millage already in place.

  • The funds are separate from the City’s operating budget, so essential services are not affected.

  • Oversight and transparency are required, with Council review and advisory committees monitoring spending.

What Will Be on the Ballot?

 

 Infrastructure $415M:

  • Roads, bridges, and streets – more than $200 million.
  • Parks and recreation facilities – over $40 million in improvements.
  • Public buildings and safety facilities – including Municipal Auditorium renovations and a new secure evidence facility.
  • Clean energy and resilience hubs – battery backups, solar fields, and community gathering sites.
  • Lincoln Beach redevelopment – continued restoration and expanded public access.
  • Walking paths and greenways – Lafitte Greenway extension, People’s Avenue walking path, and more.
  • Citywide streetlighting upgrades to improve safety and reliability.

 

Stormwater and Drainage $50M:

  • Projects to reduce flooding and improve neighborhood drainage.
  • Investments in green infrastructure such as stormwater parks, upgraded drains, and retention systems.
  • Neighborhood-level drainage studies to design future solutions.

 

Affordable Housing $45M:

  • Construction, renovation, and acquisition of affordable housing.
  • Funds managed through the Housing Trust Fund with long-term affordability agreements.
  • Leverages federal, state, and private financing to expand housing options.

  • These investments touch nearly every neighborhood from safer streets and parks to drainage upgrades and affordable housing.

  • Projects are designed to reduce long-term costs by preventing damage, improving resilience.

  • By investing now, the City reduces future risks of major disruptions and costly emergency fixes.

Examples of Past Bond Projects (2019 Issuance)

Bond funding has supported successful projects across New Orleans, including:

  • Lincoln Beach Redevelopment – opening access to a historic waterfront site.

  • Sanitation Field Operations Facility – replacing Katrina trailers with a modern complex.

  • Streets - Camp, Chestnut, Coliseum, Downman Road, Algiers Point Curb Ramps, and other corridors.

  • DeSaix Boulevard Bridge replacement.

  • Morris F.X. Jeff Sr. Natatorium renovations.

These examples demonstrate how bond propositions deliver lasting improvements for residents.
