The City of New Orleans Department of Public Works will soon begin infrastructure improvements as part of the BW Cooper, Gert Town, Dixon Group A and C (RR213) Project. Designed by CDM Smith and Pivotal Engineering, this FEMA-funded effort will improve 80 blocks and includes full reconstruction, which covers subsurface repairs, surface restoration, and streetscape enhancements.
This work is part of the Joint Infrastructure Recovery Request (JIRR) program, the City’s most comprehensive infrastructure rebuilding initiative in a generation. Through a partnership between the Department of Public Works (DPW) and the Sewerage and Water Board of New Orleans (SWBNO), the JIRR program aims to restore infrastructure damaged by historic storms and years of deferred maintenance. Subsurface work includes the installation of new underground utilities, which will improve drainage and service reliability. Once that work is complete, surface repairs will follow, providing a smooth, newly paved roadway. The project also includes streetscape improvements such as ADA-compliant curb ramps at intersections, along with sidewalk and curb repairs to enhance accessibility and pedestrian safety.

The Department of Public Works will manage the project through completion. Crews will generally work Monday through Friday, from 7:00 a.m. to 5:30 p.m., with weekend work as needed.
Traffic control measures, including signage, fencing, and “No Parking / Tow Away Zone” notifications, will be implemented in active construction areas. Local access for residents, deliveries, and emergency services will be maintained at all times.
