Lake Terrace & Oaks Group B and C (RR219) Improvements

The City of New Orleans Department of Public Works has partnered with CMG Pipelines, Inc. to complete infrastructure improvements as part of the Lake Terrace & Oaks Group B and C (RR219) Project. Designed by Mott MacDonald & ECM Consultants, this $5.6M FEMA-funded effort began in July 2025 and is expected to reach completed by Fall 2026, weather permitting. The project will improve 5 blocks and includes full reconstruction, which covers subsurface utility work, surface restoration, and accessibility enhancements.

This work is part of the Joint Infrastructure Recovery Request (JIRR) program, the City’s most comprehensive infrastructure rebuilding initiative in a generation. Through a partnership between the Department of Public Works (DPW) and the Sewerage and Water Board of New Orleans (SWBNO), the JIRR program aims to restore infrastructure damaged by historic storms and years of deferred maintenance. A pre-construction community meeting was held on June 9, 2025 at the Lake Vista Community Center. A copy of the community meeting presentation can be found by clicking on the link here

Subsurface work will include the installation of new underground utilities to improve drainage and ensure long-term service reliability. Once underground work is complete, surface restoration will follow with newly paved roads, sidewalks, and other enhancements. The project also includes streetscape improvements such as ADA-compliant curb ramps at intersections, along with sidewalk and curb repairs to improve pedestrian safety and accessibility.

Project Locations:

  • Bertha Drive (6200 block)

  • Cartier Drive (6200 block) 

  • Frankfort Street (1400 block)

  • New York Street (1300-1400 blocks)

The Department of Public Works will manage the project through completion. Crews will generally work Monday through Friday, from 7:00 a.m. to 5:30 p.m., with weekend work as needed.

Traffic control measures, including signage, fencing, and “No Parking / Tow Away Zone” notifications, will be implemented in active construction areas. Local access for residents, deliveries, and emergency services will be maintained at all times.
