The Master Plan: A Long-Term Vision
The Lincoln Beach Master Plan serves as a flexible, long-term framework rather than a fixed blueprint. It allows the City to implement improvements in phases as funding becomes available.
- Phase 1: Core infrastructure to safely reopen the beach
- Phase 2 and beyond: Expanded amenities, recreation, and park features
- Future vision: Potential additions such as a welcome center, museum, and expanded public spaces
This phased approach ensures that immediate needs are addressed while preserving opportunities for future growth.
The Lincoln Beach Redevelopment Master Plan was shaped by extensive community input, with over 10,000 touchpoints guiding the vision. The plan sets out a phased path to reopen Lincoln Beach as a safe, accessible, and sustainable waterfront destination. Phase 1 will focus on reopening the beach with essential infrastructure to ensure safe access, while future phases will add new amenities and cultural spaces as funding becomes available.

To ensure the plan reflects local needs, several committees and groups supported the process:
- Community Master Plan Working Group – Residents and organizers from New Orleans East elevating neighborhood priorities.
- Technical Advisory Committee – Engineers, planners, and permitting agencies ensuring safety and feasibility.
- Economic Development Advisory Committee – Business leaders identifying opportunities for local commerce and investment.
- Lincoln Beach Community Advisory Committee (LBCAC) – Mayoral appointees providing oversight and independent review.
- New Orleans for Lincoln Beach – Grassroots nonprofit leaders partnering on outreach and workshops.
- Community Fellows – Residents conducting outreach at 50+ events, engaging 1,000+ people across the city.
This inclusive approach ensures that the Master Plan reflects community voices, technical expertise, and long-term sustainability, laying the foundation for bringing Lincoln Beach back to the community.

Governance & Future Stewardship
The City is also working with Maroon consultants and New Orleans for Lincoln Beach to establish a governance structure that ensures the site is well-maintained and that the community continues to have a strong voice in shaping its future. Together, this approach creates a long-term framework for bringing Lincoln Beach back to the community as a safe, sustainable, and welcoming public space.
