Assistant City Attorney (Code Enforcement Division)

Description

The City Attorney’s Office for the City of New Orleans (the “City”) is currently seeking a qualified lawyer to join the Code Enforcement Division of the Law Department.  The Code Enforcement Division forecloses on unpaid Code Enforcement liens to allow the public to bid on property in the Orleans Parish Sheriff’s Auction.  The Division provides legal advice regarding the City ordinances governing Code Enforcement and applicable state and federal law.  This includes legal and title research, preparation of legal opinions, drafting and reviewing legislation, interpreting and applying existing laws, and ensuring compliance with legal mandates.

Duties and Responsibilities:

The Assistant City Attorney will be expected to perform the following duties and responsibilities, among others:

  • Perform 30-year title abstract to ensure that properties in the program have merchantable title.
  • File writ of fifa cases based on Code Enforcement judgments.
  • Perform administrative review to ensure appropriate noticing and Due Process.
  • Review demolition case files to ensure owner is afforded Due Process.
  • Advise the Department of Code Enforcement and staff on how to adhere to applicable local, state, and federal law statutory requirements for administrative hearings and notice.
  • Review and respond to requests for public records.
  • Advise City entities on compliance with open meetings law and other statutory requirements.
  • Review departmental policies, monitor and ensure legal compliance, and advise management on methods of guarding against legal liability.
  • Review special projects, proposals, applications, and communications to ensure compliance with departmental objectives and applicable laws, rules, and regulations.
  • Review and advise on the implications of new or revised laws affecting the City.

Qualifications:

  • Applicants must be licensed attorneys, in good standing and admitted to practice law before the Supreme Court of Louisiana, and must be domiciled in Orleans Parish.
  • Previous experience with researching, analyzing, and evaluating records relating to titles of homes, land, and buildings.
  • Five or more years of full-time experience performing legal research and writing, drafting legal instruments, reviewing policies and legislation, and/or interpreting and applying legal procedures is preferred.
  • Previous experience working in municipal, state, or federal government is preferred.
  • A willingness to collaborate, a professional work ethic, and attention to detail are required.
