City of New Orleans Activates Freeze Plan

The City of New Orleans Office of Homeland Security and Emergency Preparedness (NOHSEP) is urging residents to prepare for extremely cold weather, expected to begin overnight Sunday, Jan. 19, and continue through Wednesday, Jan. 22. Hard freeze conditions are possible, along with Cold Weather Advisories or Extreme Cold Warnings.

Short Term Rental and Bed & Breakfast IZD Appeal

On August 29, 2022, the City Council passed an Interim Zoning District (IZD) prohibiting the issuance of permits and licenses for the following uses:

Residential Short Term Rental, Small
Residential Short Term Rental, Large
Residential Short Term Rental, Partial Unit

The IZD provides the ability for property owners to appeal the prohibition through a process that includes City Planning Commission staff review and City Council consideration. The application below may be used to submit such an appeal.

Required documents/steps

Confirm with the STR Bureau (str@nola.gov) whether you are eligible for license renewal. If you had a valid RSTR and OSTR permit before August 29, 2022; neither license expired before February 26, 2020; and you have no outstanding STR violations and meet all other application requirements, you may be eligible for a renewal and no appeal would be needed.
If you believe you are not eligible for a renewal and would like to appeal, please obtain a referral from the STR Bureau (str@nola.gov) stating that you are not eligible for renewal.
File a completed application, accompanied by required attachments, with the City Planning Commission. applications must be complete and submitted to CPCinfo@nola.gov.
The City Planning Commission staff must make a report of its recommendation to the City Council within sixty (60) days of receipt of the request.
Upon receipt by the Council of the report of the Director of the City Planning Commission, a public hearing shall be held upon proper notice within sixty (60) days at regular or special meeting of the Council. After consideration of the report and the information presented at the hearing, the Council may, by ordinance, waive the provisions of the moratorium.
