Comprehensive Zoning Ordinance (CZO)

The Comprehensive Zoning Ordinance (CZO) is the law that governs land use throughout the City of New Orleans. The CZO includes lists of permitted land uses for each of the City’s zoning districts, in addition to height limits, setback requirements, urban design standards, operational rules, and other regulations.

The CZO is broken into a series of Articles that cover citywide standards, individual zoning district regulations, and the processes for variances, conditional use permits, and other land use reviews.

Former Comprehensive Zoning Ordinance

Prior to August 12, 2015, the Comprehensive Zoning Ordinance (CZO) provided land use regulations for the City of New Orleans. See the transition rules of the new CZO in Article 1, Section 1.5, for information on how uses, lots, permits and applications under the old CZO are treated under the new CZO.

The former Comprehensive Zoning Ordinance is current through June 20, 2014.  A number of ordinances was passed that affected the documentation.  Though they are not notated in the actual document, the Ordinances are available here.  These ordinances are text amendments that was passed after June 20, 2014 and before the adoption of the new ordinance.
