Achieving Equity Goals for Socially and Economically Disadvantaged Businesses

Administered through the Office of Supplier Diversity (OSD), the Equitable Business Opportunities (EBO) Program was established to assist underserved, underutilized, and disadvantaged businesses with gaining greater access to procurement opportunities and resources to build competitively viable and sustainable businesses in and for the City of New Orleans.

The Office of Supplier Diversity was created to help mitigate the effects of past and present social and economic discrimination by increasing the utilization of certified disadvantaged business enterprises in the procurement of goods and services by the City of New Orleans.  The office oversees certification, compliance, outreach, training, and capacity building for disadvantaged businesses in the City of New Orleans.

Set-Aside Program

The Set-Aside Program in New Orleans allocates up to 25% of city contracts for goods, services, and construction to certified Disadvantaged Business Enterprises (DBEs). This initiative allows DBEs to compete among themselves for designated contracts, rather than against larger competitors.

NEW ORLEANS – The City of New Orleans Office of Supplier Diversity (OSD) is celebrating a year of significant progress in 2025, marking a turning point in creating greater access to procurement opportunities for underserved and disadvantaged businesses.

Key accomplishments in 2025 included strengthening internal systems with new tracking tools and documented procedures, enhancing the SLDBE certification experience, and implementing post-award contract compliance training. OSD also hosted or participated in over 50 events, reaching more than 900 small businesses through workshops, certification assistance, and compliance training.
