The City Council directs the CPC to conduct a follow-up study of the City's short term rental regulations. The Council stated in its Motion (M-18-86) that almost a year has passed since the Short Term Rental regulations have become effective, providing sufficient data to analyze Short Term rental laws to determine community impact.

The Council rescinds the original study motion and provides updated scope for the STR Study.

The City Council adopted Motion No. M-18-194 directing the City Planning Commission to conduct a study on the existing Short Term Rental regulations in the CZO, and the correlating requirements of the City Code, to determine if modifications are warranted. The City Planning Commission is directed to complete the study within 120 days of the passage of the motion and conduct the public hearing within 60 days of the passage of the motion.

The Council creates an IZD to temporarily prohibit the issuance or renewal of certain licenses while the CPC conducts the STR study.

The City Council passed Motion M-18-195 to create an Interim Zoning District (IZD) prohibiting the following uses in the Historic Core, Historic Urban, Central Business Districts, MU-1 Mixed Use Medium Intensity, and MU-2 Mixed Use High Intensity Districts:
- Any issuance or renewal of a Temporary Short Term Rental permit or license.
- Any issuance of a Commercial Short Term Rental permit or license for STR-use on the first floor of a multi-story building that can or may contain residential uses on subsequent floors.
The IZD provides the ability for property owners to appeal the prohibition through a process that includes City Planning Commission staff review and City Council consideration.

Considering that the scope of the 2018 Short Term Rental Study, requested in Motion M-18-194, is quite broad and carries great weight for the City, the City Council has granted the City Planning Commission an extension to complete the Study.
