Plan for the 21st Century

The Plan for the 21st Century is a City Charter-mandated planning framework for the core systems that shape New Orleans’ physical, social, environmental, and economic future. The Plan for the 21st Century reflects the values and priorities that emerged through a community participation process and is grounded in information assembled for the first time in one place. In 2010, the Plan was unanimously adopted by both the City Planning Commission and the City Council and was signed by Mayor Mitchell Landrieu.

The City engaged in a City Charter-mandated amendment process from 2016 to 2018. The final text of the amended chapters of the Plan for the 21st Century can be found below, as well as materials related to the amendment process.

2022-2023 Master Plan Amendment Introduction Report Public Comment

Reports for Planning Districts 1-8 were heard at the Dec. 5th CPC Special Meeting. All requests not considered at this meeting were heard at the regularly scheduled City Planning Commission hearing on January 9th, 2024. These requests include the following:

  • Planning District 3-05, 3-07, 3-08, 3-09, 3-10, 3-11 and 3-12
  • Planning District 5-01
  • Planning District 6-07, 6-08 and 6-09
  • Planning District 7-01, 7-02, 7-03, 7-04, 7-05 and 7-06

Planning District 9 reports (PD09-01 through PD09-10) were heard at a Special City Planning Commission meeting on  March 5, 2024. Planning District 9 reports (PD09-11 through PD09-18) were heard at the March 12, 2024, CPC hearing.  The remaining Planning District 9 and 10 requests were considered at the April 9, 2024, CPC hearing. Planning District 12 FLUM requests will be considered at the April 23, 2024 CPC hearing. Planning District 13 requests will most likely be heard at the regularly scheduled May 14, 2024, City Planning Commission hearing.

Master Plan Amendment Process Timeline

09/13/22: City Planning Commission Public Hearing on whether to revise the Master Plan in accordance with the Home Rule Charter.
Master Plan Amendments
09/13/22-10/14/22: Open period for receipt of proposed amendments by City Planning Commission staff.
10/14/22: Deadline to submit an amendment request to the City Planning Commission.
11/01/22-3/31/23: Planning District meetings at locations throughout the city.
10/14/22-12/12/23: Charter mandated review process, including:

  • Application completeness evaluation
  • Staff analysis of all proposed amendments
  • Publication of public meetings schedule
  • Planning District public meetings in all thirteen planning districts
  • Preparation of a staff report with recommendations for the City Planning Commission
  • City Planning Commission Public Hearings and recommendations to the City Council
  • Transmittal of recommendations to the City Council
  • City Council Public Hearings
  • City Council action (90 days to act)
  • If necessary, CPC re-consideration as directed by the City Council (60 days to act)
  • Final City Council action (45 days to act)

11/15/23: Staff report for Planning Districts 1-8 release to public

12/5/23: CPC Special Meeting to consider amendments in Planning Districts 1-8

1/09/24: CPC Regular Meeting to consider FLUM requests not heard at the December 5, 2023, Special City Planning Commission hearing.

3/5/24: Special City Planning Commission hearing to consider FLUM requestions for Planning Districts 9 through 13. 

3/12/24 and 4/09/24: Regularly scheduled CPC hearings to consider items not heard at the 3/5/24 Special CPC hearing.

4/23/24 & 5/14/24: Regularly scheduled CPC hearings to consider the remaining Planning District 12-13 FLUM requests.

Citywide Planning Districts

The primary geographic unit of reference for The Plan for the 21st Century is the planning district.  In 1970, the City Planning Commission designated 72 individual neighborhoods in the city based on census tract boundaries.  For the purpose of the 1999 Land Use Plan, thirteen planning districts were defined by aggregation of the 72 neighborhoods based upon population size, similarity of demographic or economic conditions, and common development history.

The City Planning Commission and Office of Information Technology and Innovation are in the process of creating a website for the Plan for the 21st Century.  Chapter 13: Land Use Plan has been launched and additional chapters will be added as they are successfully added to the website. Chapters not currently on the Plan for the 21st Century website can be found in PDF form below.
